Running syslinux on a device that is mounted causes undefined behaviour.
We have been 'lucky' up til now but it is known that this can corrupt
syslinux.cfg.

This should fix #3137

setup-alpine: support for lxc

add support for setup-alpine from within a container.

when running in lxc we skip config of:
 - keymap
 - hostname
 - ntp
 - disk
 - apk cache
 - lbu
