With the current GCC 8.2.0 from Debian, a section of code calling pow() in
zzjson_parse.c is turned into a sequence calling exp(). Since no exp()
implementation is available in syslinux those optimizations need to be
disabled.

If `/boot/intel-ucode.img` is present, update-extlinux will add it as
(first) INITRD. This way the microcode update in package non-free/intel-ucode
will be automatically loaded, if installed. This package fixes, among other
processor bugs, the hyper-threading bug in Intel Skylake and Kaby Lake
processers currently in the news [1]. More details here [2] and here [3].

- prefix the patches with 'syslinux-'
- make sure that they are actually applied
- add upstream patch for cli cmdline parsing

This should fix the issue where cmdline options are not added to kernel.
