main/linux-vanilla: Enable hot plug on PCI on PowerNV
Enable PCI hot plug on PowerNV (aka Bare metal) model. Not all cards
support PCI Hot plug, tho.
Also, adding support for CXL bimodal, a feature that comes with PCI
hot plug.
