testing/docbook2x: Fix for literal ${prefix} in docbook2x-man
Run autoreconf --install before ./configure to fix literal ${prefix}
being included in docbook2x-man. Without the autoreconf,
01_fix_static_datadir_evaluation.patch isn't actually effective.
Same bug was reported in Debian:
