main/perl: use system zlib
The bundled zlib 1.2.8 is vulnerable to:
- CVE-2016-9843
- CVE-2016-9841
- CVE-2016-9840
- CVE-2016-9842
Force building with system zlib, and while at it, also do that with
bzip2
