Reorder arguments passed to addgroup/adduser in scripts.

Now all invocations have following order of arguments (if present):

    addgroup -S -g ... GROUP
    adduser -S -u ... -D -H -h ... -s ... -G ... -g ... USER

Reorder options passed to adduser in scripts: make -S first.
