- update to 0.93
- remove "makedepends" which are already "depends".

- Add versioned dependency on drbd-utils.
- Add drbd-utils as makedepends. Currently, drbdsetup is is called to
generate some man pages. This will be fixed and then reflected here.
- Remove doc(), that happens automagically.

This is mainly a version upgrade, that also drops a now unused patch I already
merged upstream. Also add "dockbook-xsl" to decrease build time.

this is a tool more than a library so remove the the py- prefix.
