main/usb-modeswitch: add missing tcl dependency
The usb-modeswitch-udev subpackage comes with a tclsh script,
usb_modeswitch_dispatcher, but missing a dependency on the 'tcl'
package which provides tclsh. Without the dependency, modeswitch
will not occur on udev events.
