community/gvmd: added greenbone*-sync.conf files
HTTPS access is not available for the Openvas Community Edition:

These config files allows these commands to use rsync rather than http(s):
greenbone-nvt-sync
greenbone-scapdata-sync
greenbone-certdata-sync
