community/repmgr: upgrade to 5.0.0
This is a major upgrade, but support for PostgreSQL 12 was added in this
version (https://repmgr.org/docs/5.0/release-5.0.html), so it's needed
to be actually usable with the PostgreSQL in v3.11.
