testing/telegraf: upgrade to 1.11.3
switch from glide to dep
remove pkgusers/groups - they're not needed during build
simplify build script
simplify init.d script
move config from /etc/telegraf/telegraf.conf to /etc/telegraf.conf
and /etc/telegraf.conf.d
remove broken logrotate config, it missed action to force telegraf
to reopen log file.
log rotation can be done via telegraf config
add conf.d file
