community/openblas: Enable ppc64le
Enabling build on ppc64le. Currently minimal processor for ppc64le
is POWER8, so, we using TARGET=POWER8 instead of PPCG4. Also targeting
64 threads as done on Debian/ppc64el.
Not using DYNAMIC arch also.
