main/nss: fix build on armv7

added NEON optimized gcm_Hash*_hw functions for all 32 bit arm, but when
compiling the non-optimized functions in gcm.c they did not explicitly
enabled -mfpu=neon so both neon optimized and non optimized functions
got built.
We also need to disable neon and aes support for armv6.
