testing/hdf5: update to 1.8.16
* Apparently the old version, built with our current toolchain,
failed a few tests. This passes all tests.
* Delete obsolete reference to timezone bug; this may have been fixed
by the tm_gmtoff change in musl.
* Try building on ARM again, since we have a new version.
