main/s390-tools: upgrade to 2.11 for kernel 5.3+
s390-tools development tracks closely kernel development. Each
s390-tools release is targeted at specific kernel release. Since we
upgrade to linux-lts 5.4, we need also upgrade to matching version.
For zipl bootloader, secure boot was introduced in 2.9.0.
