main/libbluray: upgrade to 0.2.1, and take maintainership
* the old timestamp based was 0.1 version or little bit after it
* unfortunately the timestamp is greater than this, so a seeming
downgrade will happen
* use proper upstream source tarballs
* grab maintainership
