Build posix_fadvice{64} only when UCLIBC_HAS_ADVANCED_REALTIME is set.
Right now for ARM, MIPS, Xtensa and powerpc posix_fadvise routines are included conditionally. They should only be enabled when UCLIBC_HAS_ADVANCED_REALTIME is set.
